A state-supported agricultural insurance program is already in place in Ukraine, under which the government reimburses a portion of insurance premiums. As Deputy Minister of Economy Taras Vysotsky noted in his speech at the UNIC 2026 All-Ukrainian National Insurance Conference, 20 million hectares of farmland will eventually be covered by the agricultural insurance program.
The 2026 state budget allocates 60 million hryvnias for the first time to support agricultural insurance, and the list of authorized insurers already includes six companies. This was announced by Taras Vysotsky, Deputy Minister of Economy, Environment, and Agriculture of Ukraine, during his speech at the UNIC conference, organized by the Federation of Insurance Associations of Ukraine.
“Currently, six companies are participating in the state program: ING Insurance, Universal Insurance, VUSO Insurance, PZU, ARX, and Guardian Insurance. Perhaps, over time, there will be 15 authorized insurers, but this is already a fully formed market, and the companies that have joined have passed all screenings, have regulatory approval, and meet all requirements, and I thank everyone who has joined the state program to support agricultural producers,” noted Taras Vysotsky.
According to him, there is currently an ambitious goal—to ensure that over 70% of farmland in Ukraine is insured. That is, we are talking about an area of about 20 million hectares, and the total potential value of this market, according to Taras Vysotsky, exceeds 40 billion hryvnias.
“We started with a compensation fund of 60 million hryvnias, which means we will cover insurance contracts worth 120 million hryvnias through these payments. However, if companies exceed their targets, the budget allows for additional funds to be allocated for compensation under the state agricultural insurance program; we have a special fund set aside for this purpose,” said Taras Vysotsky.

In his view, the state agricultural insurance program will certainly not end in 2026 but will continue in the coming years. “I am confident that we can invest in people and in development, as the state support program will continue in 2027 and 2028; we have the funds for this within the special fund. We’re talking about a potential market volume of up to 1 billion UAH in the near future. The agricultural insurance program is a long-term project for the state—not just for a few decades. It’s good that there is clear legislation and trust; farmers have already started reaching out on their own and exploring our program,” said Deputy Minister of Economy Taras Vysotsky.
As a reminder, Ukraine has launched a state program to support agricultural producers, under which the state will reimburse a portion of the insurance premiums paid: up to 60% for agricultural producers operating in frontline communities; up to 45% for other agricultural producers. To take advantage of the program, an agricultural producer must enter into a contract with an insurance company that has received the appropriate authorization in agreement with the National Bank of Ukraine, pay the insurance premium, and submit a standard compensation application.
